Swinson retires after 4 decades of service; cited for expertise, leadership and kindness

CENTREVILLE — Vivian Swinson, zoning administrator and building official with Queen Anne’s County’s Department of Planning and Zoning, has retired following more than 41 years of service to the county and its residents.

Swinson began her career with the Queen Anne’s County Department of Parks and Recreation as a part-time employee.

In the spring of 1985, she joined the Department of Planning and Zoning full time as a clerk/typist, beginning a career that would span more than four decades and see her rise through the department into one of its key leadership positions.

Throughout her career, Swinson served in many roles, including building permit clerk, office supervisor, office coordinator and zoning supervisor before being promoted to zoning administrator in 2018. She also took on the role of building official that same year.

Her career progression reflects not only her extensive knowledge of county codes and processes, but also a work ethic that has defined her service to Queen Anne’s County.

Known for her straightforward and kind approach, Swinson has spent her career helping residents, engineers, consultants, surveyors and attorneys navigate the often-complex world of building, zoning and permitting.

Customer service has remained at the heart of her work, and residents and members of the building community have come to rely on her knowledge and willingness to help find solutions.

Within the Department of Planning and Zoning, Swinson has become a trusted source of knowledge. When questions arise about the history of a property, the origins of a zoning requirement, or the interpretation of a section of county zoning code, colleagues know Swinson is often the person who remembers not only the answer, but the history behind it.

That knowledge will be difficult to replace, but Swinson’s impact on Queen Anne’s County extends far beyond policies, permits and zoning codes.

“Vivian has truly been a cornerstone of our department,” said Planning and Zoning Director Amy Moredock. “While her knowledge and work ethic are remarkable, it is her generosity with her time and expertise that sets Vivian apart.”

Moredock added that, “In the midst of a barrage of permits, phone messages and meetings, Vivian is the one you can hear in the hallways spreading laughter and good humor.”

Her influence also can be seen in the employees she has mentored and the professional example she has set throughout her career.

At an employee recognition event honoring Swinson’s 40 years of service, Moredock reflected on the example Swinson has provided to the women who followed her into public service. Moredock noted her generation of women and every generation that has come after her owes a debt of gratitude to professional women like Swinson.

Queen Anne’s County Government extends its appreciation to Swinson for her service, leadership and commitment to the residents of Queen Anne’s County.

“While her knowledge and experience will be greatly missed, it is Vivian herself, her humor, friendship and unmistakable presence that will be missed most by those fortunate enough to have worked alongside her,” Queen Anne’s County Government said in a statement.
