CHESTERTOWN — Patricia Sue Starkey, 65, St. Michaels, on July 8 was charged with driving, attempting to drive while impaired by alcohol; driving, attempting to drive while under the influence of alcohol; and willfully driving at slow speed, impeding normal and reasonable traffic movement.

She was released on personal recognizance.

PFC Meera Srinivasan conducted the traffic stop at 5:42 p.m. in the 200-block of Washington Avenue.

CHESTERTOWN — Phylicia-Lynn Sommer Watkins, 32, Chestertown, on July 25 was charged with driving a vehicle without adequate rear registration plate illumination; failure to display two lighted front lamps when required; failure to display license to uniformed police upon demand; driving without required license and authorization; driving a vehicle with suspended registration; and driving while license is suspended.

She was released on personal recognizance.

PFC Travis Burke conducted the traffic stop at 10:09 p.m. in the 800-block of High Street.

CHESTERTOWN — Marcy Lynn Resnick-Emmer, 67, Baltimore, on July 28 was charged with failure to stop after unattended vehicle, property damage accident.

The incident occurred in the 300-block of Cannon Street.

BETTERTON — Margarito Otlica Quintana, 22, Middletown, Del., on July 20 was charged with driving while impaired by alcohol; driving while under the influence of alcohol; and driving while under the influence of alcohol per se.

She was released on personal recognizance.

Quintana was charged after she allegedly performed poorly on standardized field sobriety tests, according to a sheriff’s office news release.

Sgt. Scott Lockerman conducted the traffic stop on Main Street. He reported observing “indicators of impairment” while conducting a roadside interview with Quintana, according to the news release.

ROCK HALL — Cpl. Aquil Freeman is investigating a single-vehicle crash July 23 on Piney Neck Road.

According to a sheriff’s office news release, a 2026 Evolution cart registered through Maryland as a low-speed vehicle overturned.

A 13-year-old was airlifted by a Maryland State Police helicopter to Johns Hopkins Hospital in Baltimore and a 14-year-old was transported by ambulance to University of Maryland Shore Medical Center at Chestertown. Two other occupants were not injured, according to the news release.

The vehicle was able to be driven from the scene.

ROCK HALL — Jonathan Paul Hanson, 36, Church Hill, on July 23 was charged with possession of a controlled dangerous substance that is not cannabis [to wit: cocaine].

He was released on personal recognizance.

Cpl. Michael Piasecki conducted the traffic stop on Rock Hall Road.

According to a sheriff’s office news release, while Cpl. Piasecki was conducting the roadside interview with Hanson he observed “indicators of criminal activity.”

Subsequently, K-9 “Draco” scanned the vehicle and alerted to the odor of suspected narcotics. During a probable cause search, suspected cocaine was located.

KENNEDYVILLE — Sgt. Scott Lockerman is investigating a single-vehicle crash July 25 on Turners Point Road.

A Polaris off-road all-terrain vehicle overturned, resulting in injuries to two of the four adult male occupants. They are not being identified at this time due to potential charges being filed, according to a sheriff’s office news release.

One man was airlifted by Maryland State Police helicopter to the University of Maryland Shock Trauma Center in Baltimore and another man was transported to the University of Maryland Shore Medical Center at Chestertown. Two others refused medical treatment, according to the news release.

The vehicle had been removed from the scene when deputies arrived, but was later located, according to the news release.

GOLTS — Branden Dale Hicks, 23, Hartly, Del., on July 25 was charged with driving while impaired by alcohol; driving while under the influence of alcohol; negligent driving; and reckless driving.

He was released on personal recognizance.

According to a sheriff’s office news release, at about midnight Davis was driving a 2001 Ford F-150 on Delaware Line Road at Black Bottom Road when the pickup truck overturned into a wooded area adjacent to the road.

He was not injured.

The vehicle was towed from the scene.

While speaking with Davis, Deputy Pedro Rodriguez observed “indicators of impairment,” according to the news release.

Hicks was charged after he allegedly performed poorly on standardized field sobriety tests.

CHESTERTOWN — Lorraine Armstrong, 63, Betterton, on July 26 was airlifted by a Maryland State Police helicopter to the University of Maryland Shock Trauma Center in Baltimore for treatment of injuries suffered in a single-vehicle crash on Bay Shore Road.

According to a sheriff’s office news release, Armstrong was driving a 2023 Kia Soul that traveled off the road and struck several mailboxes and a utility pole.

DFC Brady Collins is investigating.
