CHESTERTOWN — Wilbert E. Normand, 75, Wilmington, Del., on Dec. 27, was charged with driving while impaired by alcohol; driving while under the influence of alcohol; and driving while under the influence of alcohol per se.
He also was charged with failure to yield the right of way, when turning left, to a vehicle approaching from the opposite direction; failure to drive on the right half of the roadway when required; changing lanes when unsafe; negligent driving; and reckless driving.
Normand was released on personal recognizance.
DFC Colin Rhodes conducted the traffic stop at 11:28 p.m. on state Route 213 northbound at state Route 297.
