CHESTERTOWN — Marshall Colbert Smith Jr., 42, Owings Mills, on Jan. 13, was issued must-appear citations for driving, attempting to drive without required license and authorization; and failure to display license to uniformed police on demand.
PFC Meera Srinivasan conducted the traffic stop at 6:38 a.m. in the 500-block of Washington Avenue.
