CHESTERTOWN — Bulmaro Espinoza Ramos, 34, Chestertown, on Jan. 24, was charged with driving while impaired by alcohol; driving while under the influence of alcohol; driving while under the influence of alcohol per se; and driving while so far impaired that he cannot drive safely.
He also was charged with failure to display registration card upon demand of a police officer; failure to display license upon demand of a police officer; negligent driving; failure to obey properly placed traffic control device instructions; changing lanes when unsafe; turning vehicle without giving appropriate signal as required; and failure to make required stop at stop sign.
He was released on personal recognizance.

CHESTERTOWN — Walmer Orlando Lopez Hernandez, 33, Chestertown, on Feb. 1, was charged with driving while impaired by alcohol; driving while under the influence of alcohol; driving while so far impaired that he cannot drive safely; and failure to drive on the right half of the roadway when required.
He was released on personal recognizance.

He was released on personal recognizance.

CHESTERTOWN — Rusty John Roselle, 46, Chestertown, on Feb. 10, was charged with driving, attempting to drive while impaired by a controlled dangerous substance; driving, attempting to drive while so far impaired that he cannot drive safely; operating an unregistered vehicle; and failure to display registration card on demand.
He was released on personal recognizance.

CHESTERTOWN — Lionel Barrington Alex Lewis, 32, Wilmington, Del., on Feb. 14, was charged with driving on suspended out-of-state license; driving while license is suspended; driving on revoked out-of-state license; driving without required license and privilege; driving while impaired by a controlled dangerous substance; and driving while so far impaired that he cannot drive safely.
He also was charged with possession of a controlled dangerous substance that is not cannabis (three counts); possession of CDS paraphernalia (three counts); and possession of a narcotic with intent to distribute.
He initially was held in the Kent County Detention Center without bond.
