2 charged; cash, vehicle, suspected drugs seized

ROCK HALL — The Kent County Narcotics Task Force seized illegal prescription pills, suspected cocaine and heroin/fentanyl, and about $1,500 in suspected drug proceeds during the execution of court-authorized search and seizure warrants in June, leading to the arrest of two Rock Hall residents.

Alvin Lee Cunningham, 51, and Kathleen Lynn Randolph, 40, were served arrest warrants on Sept. 5 charging them with possession of a narcotic with intent to distribute (two counts); possession of a controlled dangerous substance that is not cannabis (six counts); possession of an amount of cannabis that exceeds the civil use amount; and possession of CDS paraphernalia.

Randolph also is charged with altering physical evidence in a criminal case.

Cunningham and Randolph are being held without bond.

They have separate preliminary hearings in the District Court for Kent County on Sept. 22, when a judge will determine if there is probable cause to believe they committed the offenses. 

They are presumed innocent until proven guilty in a court of law.

According to a drug task force news release, search warrants were served at about 11:15 a.m. on June 5 at Cunningham’s residence in the 5500-block of Circle Park Drive and Randolph’s residence in the 21000-block of Rock Hall Avenue.

Search warrants also were served on the person of Cunningham and his vehicle, identified as a 2018 Dodge Durango, during a traffic stop on state Route 213 in the area of Dogwood Drive, Galena.

According to the news, in addition to Cunningham’s vehicle, the following items were seized: 141.7 grams of suspected cocaine; 13.1 grams of suspected heroin/fentanyl; 25 illegal prescription pills; a digital scale; and $1,592 in cash, suspected to be the proceeds of drug sales. 

The Kent County Narcotics Task Force is a cooperative enforcement effort between the Maryland State Police, Kent County Sheriff’s Office, Chestertown Police Department, Rock Hall Police Department, Office of the Kent County State’s Attorney and the Maryland Natural Resources Police.
