Public hearing April 16 on solar facility proposed for Bloomfield Road

CHESTERTOWN — A hearing to gather public comment on a proposal by TPE MD KE77 LLC to build a 5-megawatt solar-generating facility in the Kennedyville area will be held at 6:30 p.m. on Thursday, April 16 at the Comfort Inn & Suites, 150 Scheeler Road in Chestertown.

The Maryland Public Service Commission has delegated the case to its Public Utility Law Judge Division; Chief Public Utility Law Judge Kristin Case Lawrence will preside over the hearing.

In July 2025, developer Turning Point Energy applied to the PSC for a Certificate of Public Convenience and Necessity, which grants an applicant the authority to construct an energy-generating station in Maryland.

According to the application, the developer proposes to build the project, intended as part of Maryland’s community solar program, on 53 acres of a 304-acre property at 12721 Bloomfield Road near Kennedyville.

In addition to taking comments from the public, the hearing will include a presentation by the applicant, brief statements by the parties including the Power Plant Research Program of the Maryland Department of Natural Resources, and the Public Service Commission’s technical staff as to their respective roles and recommendations in the case.

The hearing also will include a virtual option for those unable to attend in person.
