CHESTERTOWN — Matthew Beau Haigis, 31, Chestertown, on June 8, was charged with driving while impaired by a controlled dangerous substance; driving while so far impaired that he cannot drive safely; failure to stop after an unattended vehicle property damage accident; negligent driving; reckless driving; failure to control vehicle speed to avoid a collision; changing lanes when unsafe; driving on the left side of the roadway in a posted no-passing zone marked by pavement striping; and failure to drive on the right half of the roadway when required.
He also was charged with possession of a controlled dangerous substance that is not marijuana (to wit, heroin-fentanyl mixture); and possession of CDS paraphernalia.
He was released on personal recognizance.
Cpl. Brandon McGinnis investigated the motor vehicle crash at 8:33 p.m. in the 600-block of High Street.

CHESTERTOWN — Valarie Dena Waits, 48, Gwynn Oak, on June 21, was charged with driving without required license and authorization; failure to display license to uniformed police on demand; failure to stop at stop sign; and failure to stop at steady circular red signal.
Cpl. Brandon McGinnis conducted the traffic stop at 2:51 a.m. on Spring Avenue at Maple Avenue.

CHESTERTOWN — Martin Marquez Torres, 21, Chestertown, on June 24, was charged with driving under the influence of alcohol; driving while impaired by alcohol; and driving under the influence of alcohol per se.
He was released to a sober driver.
Sgt. Scott Lockerman conducted the traffic stop on state Route 291.
According to a sheriff’s office news release, Sgt. Lockerman detected the odor of alcohol on Torres during a roadside interview.
Torres allegedly performed poorly on standardized field sobriety tests.
