Kent County Sheriff

GALENA — David Dwayne Morris, 49, Chestertown, and Brandon Craig Cibrian, 53, New Castle, Del., on Nov. 26, were charged with possession of a controlled dangerous substance that is not cannabis; and possession of CDS paraphernalia. 

They were charged after K-9 Khari alerted to the odor of suspected drugs during a traffic stop, according to a sheriff’s office news release.

Deputy Shane Steppe conducted the traffic stop on Cross Street. Sgt. Scott Lockerman responded with his K-9.

Morris also was served a district court bench warrant for failure to appear in court and a district court arrest warrant charging him with conducting a theft scheme, $1,500 to less than $25,000; use of another’s credit card; and multiple counts of theft. He initially was held in the Kent County Detention Center without bond.

CHESTERTOWN — David Wayne Porter, 37, Rock Hall, on Dec. 1, was charged with possession of a controlled dangerous substance that is not cannabis; and possession of CDS paraphernalia.

Porter was released on personal recognizance.

Also, George Dill Wachowiz Jr., 56, Rock Hall, was charged with possession of a narcotic with intent to distribute; possession of a controlled dangerous substance that is not cannabis; and possession of CDS paraphernalia.

Wachowiz initially was held in the Kent County Detention Center without bond.

Porter and Wachowiz were charged following a traffic stop at 7:06 a.m. in the 700-block of Washington Avenue. A K-9 scan was led by a deputy with the Queen Anne’s County Sheriff’s Office; the K-9 alerted to the odor of suspected drugs, according to a Kent County Sheriff’s Office news release.

Wachowiz was identified as the driver. He was charged with displaying expired registration plate; failure to display license upon demand by a uniformed police officer; driving, attempting to drive without required license and authorization; driving on suspended license and privilege; and driving while license is suspended.

Cpl. Aquil Freeman conducted the traffic stop.

FAIRLEE — Li Yongtong, 63, Chestertown, on Dec. 2, was transported to a local hospital for treatment of minor injuries suffered in a single-vehicle crash on Handy Point Road.

According to a sheriff’s office news release, Yongtong was operating a 2025 BMW sport utility vehicle that traveled off the road and subsequently struck a utility pole.

The vehicle was towed from the scene.

Chestertown Police

CHESTERTOWN — Mark Darcy Schackmar, 66, Chestertown, on Oct. 30, was charged with driving while license is suspended; driving with an expired license; driving on suspended license and privilege; driving without required license and authorization; displaying expired registration plates; failure to display registration card upon demand of a uniformed police officer; operating an unregistered vehicle; driving without current registration plates and validation tabs; and failure to display license upon demand of a uniformed police officer.

PFC Travis Burke conducted the traffic stop at 6:09 p.m. on Spring Avenue at High Street.

CHESTERTOWN — Robert Hope Raleigh III, 34, Chestertown, on Nov. 17, was charged with driving with alcohol in blood violation of restriction; driving while under the influence of alcohol; and driving while impaired by alcohol.

He also was charged with negligent driving; failure to control vehicle speed to avoid a collision; failure to display registration card upon demand of a uniformed police officer. and driving in violation of restricted license requirement.

PFC Travis Burke investigated the crash at 10:37 a.m. in the 400-block of High Street.

CHESTERTOWN — Jessica Don Church, 43, Chestertown, and Michael Arvin Jones, 43, East New Market, on Nov. 21, were charged with possession of a controlled dangerous substance that is not cannabis (to wit, crystal methamphetamine); and three counts of possession of CDS paraphernalia. 

Church also was charged with knowingly driving an uninsured vehicle; and driving a vehicle with suspended registration.

PFC Travis Burke conducted the traffic stop at 11:37 a.m. on High Street (Route 20) at Flatland Road.
